Individual Freedom and Individual Responsibility must go together

Earlier this month, two French special forces soldiers were killed in a military operation in the West African nation of Burkina Faso that freed four people from the US, South Korea and France who were kidnapped in neighboring Benin. The freed hostages returned home safety. Obviously, States must protect their citizens whether on national or foreign territory. That said, this tragic case clearly raises the question of the responsibility of a growing number of individuals who set out in search of adventure. Fortunately, and in many countries, citizens are free to move whenever and wherever they wish. But some people in search of thrills go on an adventure in highly dangerous areas despite repeatedly warnings expressed by official authorities. By acting this way, these individuals are at mercy of armed groups who kidnap foreigners and hold the hostages until a ransom is paid. Some tourists choose tour operators with evocative names such as « Disaster Tourism » or « War Zone Tours »! And sometimes the adventure becomes a real disaster. In making this selection, these individuals risk their lives or freedoms but also jeopardize the life of the rescue units who are sent on site. Considering the continued rapid growth in tourism, authorities will be soon or later compelled to raise the stakes for these individuals who ultimately don’t want to be held accountable for their actions. But we must admit that drafting legislation in this area can be a complex task.
