It is undeniable that the period in which we live requires a greater focus on security. These assaults against freedom and order weigh heavily on public opinion. There is a strong temptation to fall back on identity and security issues. Finding the right balance between freedom and security is very challenging. According to the latest study by the Institute for Economics and Peace, in 2014 acts of terror cost the world $ 52.9 billion. This amount is primarily based on the cost of death and injury and the value of property damage. The human and economic costs of the recent deadly attack in Paris have not yet been taken into account. But we can imagine, beyond the human tragedy, the economic consequences for a country like France which is the world's most visited country. And these acts of terrorism also have serious social implications. Indeed, such tragic events always result in increasing demand for homeland security solutions. It is estimated that at least 5,000 european and foreign combatants have trained in Syria. Thousands more train in Iraq, Libya or Yemen. This gives us a fairly accurate idea of the number of fanatics who could perpetrate terrorists acts back in Europe. There are no quick-fix solutions. To address this deadly threat the authorities will have to be able to check systematically all the identities of the persons entering or leaving the european territory. We already have the appropriate information technology means. And they must also ensure that all the intelligence agencies exchange information. Of course, these measures alone will not be sufficient to eliminate terrorism. But they are essential to deal with this threat. These contingencies will be accepted by the citizens if they remain under parliamentary control but also under the direct supervision of independent judges.
